I noticed I was losing about 40% of my funds during a trade without it ever being explained. You do not get all the funds from trade your supposed to get. We medium difficulty which should be normal but its not, its more like hard. When you set up your Sandbox game, turn all the difficulty settings down 1 to low and desasters from occasional (which actually means frequent) to rare (which means occasional). If your playing Tropico 5 for the first time and wish to avoid multiple restarts in the Cold War Era.
